The City of Klamath Falls charged TC+ES with designing a case strategy and carbon offset portfolio that would win the proceeding. Given the intensity of the contested proceeding, it was an all-encompassing charge for TC+ES, consuming three months of nights and weekends. TC+ES conducted briefings for senior Klamath Project decisionmakers, authored major portions of the Request for Exemption Application, worked extensively with project attorneys to help them understand issues coming up in the proceeding and to prepare them for public hearings, answered hundreds of data requests about the proposed offset projects, authored hundreds of pages of testimony and legal briefs as well as comments on other testimony and briefs, and provided five hours of expert testimony during the evidentiary hearings.
