At the conclusion of the proceeding, both the Oregon Office of Energy and environmental intervenors agreed that the Klamath Cogeneration Project should win the exemption based on the climate change mitigation portfolio TC+ES had developed. As summarized in one environmental intervenor’s testimony: "[t]he evidence is clear that [KCP] put together the most comprehensive proposal that supports the policy goals on a state, national and global level."

TC+ES’s work with the City of Klamath Falls is just one example of TC+ES’s work on behalf of clients siting power-generating facilities. TC+ES has been involved in the siting of more than 2000 MW of projects in California, including solar, geothermal, biomass, gas cogeneration, and coal generation facilities.

"When the City of Klamath Falls got involved in a first-of-its-kind permitting proceeding in which several different IPPs would compete on climate change mitigation grounds, I had to make sure we had the best policy and technical people on our side. We knew the competition for the permit would be tough, and there was no doubt in my mind that Trexler Climate + Energy Services, Inc. was the firm to go with.
