PDD Services Companies seeking to develop projects under the Kyoto Protocol's flexibility mechanisms often need to prepare a Project Design Document (PDD). In some cases, it is necessary to develop a new methodology by which to quantify the GHG reductions. The CDM Executive Board ultimately evaluates the PDD based on the soundness of this methodology. TC+ES has a long history of documenting GHG mitigation projects for third-party review, starting with projects submitted to the U.S. Initiative on Joint Implementation more than a decade ago. TC+ES also has documented projects approved by the Oregon Energy Facility Siting Council and the Climate Neutral Network. More recently, TC+ES has written multiple PDDs for Clean Development Mechanism projects in China and supported the development of PDDs for projects in Russia. In most cases, developing a project's baseline is the most difficult task in writing a PDD or developing other documentation for third-party review. This is where TC+ES's review of hundreds of potential mitigation projects over the years can contribute to the development of new baseline methodologies for CDM projects and to the development of PDDs themselves. TC+ES recommends that a project be approached in at least two phases: Conduct a preliminary or "fatal flaw" analysis prior to undertaking full-fledged PDD development. Such an analysis can avoid the unnecessary documentation of a project that will not succeed for reasons that might be easily identified in advance. . Complete the methodology and writing of the PDD. This process will likely include a site visit for data collection and intensive interaction with project developers. TC+ES is happy to work with companies in whatever capacity makes the most sense for them, whether taking on the primary tasks of preparing a PDD or simply serving as an expert set of eyes in reviewing a company's own PDD development efforts.
